Background and Objective
Australiaï¿½s Education Partnership with Indonesia (the Education Partnership, or EP) is currently the largest intervention funded by the Australian Government anywhere in the world. Through the Education Partnership Australia supports the Indonesian Governmentï¿½s long-term strategy to strengthen and consolidate its national education system, with a particular focus on the current Indonesian five-year plan (2010 ï¿½ 2014) and support for the initial stages of the subsequent five-year plan (2015 ï¿½ 2019). The Education Partnership builds on the successes of previous Australian Government supports to the Indonesian education sector by strengthening government systems. Under the Education Partnership, there are three managing contractors and the largest, School Systems and Quality (SSQ) contract, is managed by Cardno. SSQ covers three components, each relating to a different aspect of the Education Partnership.
Each of the SSQ-supported components is national in scope, supporting existing government structures. Component 1 focuses on strengthening systems for infrastructure development within the education sector ï¿½ specifically, supporting MoEC to assure construction quality of new junior secondary schools.
To emphasize the importance of the analysis and reporting of information collected by Component 1 field monitors, SSQ intends to create an Information Management and Reporting (IMR) Unit to perform the following main functions:
Information Storage, Management and Analysis,
Internal and External regular and ad-hoc Reporting,
Critical Issue and Fraud reporting, and
Support to Complaint Handling system (CHS)
A major part of the transition to the IMR Unit involves storing all data in a comprehensive relational database, which can then be accessed by various users as needed. The Database Programmer will be primarily responsible for the ongoing development of user interfaces, routines and reports related to this relational database. As necessary, he/she will also backstop the Database Specialist in the overall design and roll-out of SSQ database systems.
Key Duties and Responsibilities:
ï¿½ Developing user interfaces for C1 Staff to access/update data stored in database structure, including:
ï¿½ Accessing and/or running pre-defined standardized reports
ï¿½ Opening/Updating/Closing urgent construction issues in an ï¿½issue logï¿½
ï¿½ Reviewing and updating incomplete and inconsistent data
ï¿½ Testing/refining user interfaces and reports from user perspective
ï¿½ Developing routines to automate the import of data into the database structure
ï¿½ Developing routines to automate the electronic storage/filing of photos and other files related to all aspects of school construction
ï¿½ As necessary, supporting the Database Specialist in developing and maintaining:
ï¿½ Applications/forms/tools for data collection related to all aspects of school construction
ï¿½ Storage mechanisms and database structures for data related to all aspects of school construction
ï¿½ Standardized reports to be run from the user interface
ï¿½ As necessary, backing up the Database Specialist and Database Officer as needed for regular functions of data and database management.
Key Selection Criteria:
At least 3 years experience with database-related programming, including ideally for government and/or donor-funded projects;
Extensive knowledge and previous programming experience with: Microsoft Access, Visual Basic for Application (VBA), Standard Query Language (SQL);
Knowledge of and previous programming experience with php, vb.net and/or Crystal Report considered an advantage;
Ability to work independently, efficiently, and in an organized manner;
Demonstrates attention to detail and accuracy Displays maturity and good communication skills;
Duration of Contract:
The Database Programmer will be contracted for an initial period of 12 months, with the possibility of extension based on performance and ongoing need.
